Excellency,
I
would like
to
thank
you for
your invitation
to
attend
the

Relations, Stability, Security
and
Cooperation
in
South Eastern Europe, which will take place

I am
honoured
to
have been invited
to

It is
with great
regret,
therefore, that

for me to

those dates.
I am
pleased, however,
to
designate
Mr.
Vladimir Petrovsky, Director-General
of the
United
Nations Office
at
Geneva,
to
represent
me on
this
occasion.
Please accept, Excellency,
the
assurances
of my
highest consideration.
