On or about June 8, 2021, ERIC WEBB (date of birth 09/24/1958)
neglected a vulnerable adult by depriving the vulnerable adult of food,
water, medication, medical services, shelter, supervision, cooling,
heating, or other services necessary to maintain minimum physical or
mental health of the vulnerable adult. Specifically, Mr. Webb failed to
ensure adequate supervision of the vulnerable adult, resulting in the
vulnerable adult being hospitalized with a low Glasgow Coma Scale
Score, low oxygen saturations, and acute respiratory failure with
hypoxia. As a result of Mr. Webb’s neglect, the vulnerable adult was
intubated, placed on mechanical ventilation, and tested positive for
methamphetamine. Such conduct constitutes neglect pursuant to
A.R.S. § 46-451(A)(8).
On or about March 2, 2021, ERIC WEBB (DOB 09/24/1958) neglected
a vulnerable adult by depriving the vulnerable adult of food, water,
medication, medical services, shelter, supervision, cooling, heating, or
other services necessary to maintain minimum physical or mental
health of the vulnerable adult. Specifically, on or about March 6, 2021,
Mr. Webb neglected the vulnerable adult when he dismissed the
vulnerable adult's home health care service but failed to advise the
vulnerable adult's Arizona Long Term Care Services Case Manager
about the dismissal. Mr. Web also failed to request a replacement
home health care service. Such conduct constitutes neglect pursuant
to A.R.S. § 46-451(A)(7).
Between approximately August 2016 and February 2017, KIMBERLEY
ANN WEBB (date of birth 08/14/1971) exploited a vulnerable adult by
illegally or improperly using the vulnerable adult’s resources for the
profit or advantage of herself and persons other than the vulnerable
adult. Specifically, while acting as a joint owner with the vulnerable
adult of a bank account into which she made little or no deposits, Ms.
Webb made debit and other withdrawal transactions totaling
approximately $7,600.00 in the aggregate from that account without
the vulnerable adult’s knowledge or informed consent, and for
purposes which did not benefit the vulnerable adult. Such conduct
constitutes exploitation pursuant to A.R.S. § 46-451(A)(4).
