AG Directive 2021-6 required all New Jersey law enforcement agencies to submit to the Attorney General
their first “Major Discipline Reporting Form,” which covered discipline imposed between January 1, 2021
and December 31, 2021. “Major discipline” is defined as terminations, reductions in rank, or suspension
of more than five days.
A few notes on the submissions:
For 2021, the Attorney General’s Office updated the submission form for Major Discipline to include
specification of the specific “sustained charge” for each officer. A number of agencies did not use this
updated form, instead using the form from previous years. This appears on individual submissions as
“2020 Form used.”
Agencies report officers serving Major Discipline only once the discipline is final. The road to a
determination of final discipline may include many appeals. Thus, officers suspended in 2022 for whom
the discipline determination is not final will not appear on this form.
Submissions appear as provided. There are no corrections to grammar or inconsistent information.
However, corrections for spelling were made.
Agencies are required to report Major Discipline for the prior year by January 31
st
of the following year.
While agencies are instructed to include major discipline only once it has been finalized, changes can and
do happen. As such, this report will be updated to reflect any updated submissions. Refer to the left-side
footer of this document for the date of update.

Description: On August 1, 2021 Lt. Gregory Martin was found while off-duty by the Teaneck Police
Department asleep in his parked and running vehicle. He was subsequently arrested and charged for
Driving Under the influence. Lt. Martin refused to participate in any field sobriety test and refused to
participate in the submission of breath samples. While being processed, Lt. Martin bent over, lowered his
head, and physically accelerated himself into a laundry machine. As a result, Lt. Martin became
unresponsive, and Teaneck Ambulance Corps was contacted to respond. While rendering aid, Lt. Martin
advised the TVAC officers that Teaneck Police "smashed" his head into the wall. This was later disproven
by surveillance footage viewed during an investigation. On July 11,2022, Lt. Martin pled guilty to DWI. On
December 22.2022 an agreement was met between Lt. Martin and the City of Englewood which resulted
in separation from employment.

investigation, they developed probable cause to arrest the adult son. Officer Strunk handcuffed the
individual and as he walked him down a flight of stairs, there was a verbal confrontation between them
that led to Officer Strunk using force by pushing the arrestee up against the door. After transporting the
subject to headquarters, Officer Strunk walked the arrestee across the courtyard and once again used
force by grabbing hold of the arrestee by the back of the neck. Two other officers who had been standing
there intervened and relieved Officer Strunk of handling the prisoner. An Internal Affairs Investigation
commenced which was Sustained and the agreed upon discipline was a forfeiture of 180 hours of vacation
time and signing a Last Chance Agreement.

disregard the call to assist him with a motor vehicle stop involving an elderly female with an active traffic
warrant. All comunications were conducted via cell phone by Sgt. Trohalides to his patrol officer involving
this incident. Sgt. Trohalides followed the vehicle to the drivers residence in this jurisdiction made contact
with the driver without calling out the motor vehicle stop as required on the police radio. Upon his officer's
arrival he order his officer to advise police headquarters via radio of the motor vehilce stop and location.
The officer subsequently placed the driver under arrest and transported the subject to police
headquarters. The officer completed his required police report and Sgt. Trohalides subsequently changed
the officer's report without his knowledge or approval. The investigation conducted along with witness
statements concluded a sustained findings for multiple rules and regulations violations with Sgt.
Trohalides actions.

procedure. The specific details of the accident were not uncovered until department administrators
discovered the damage to the vehicle more than two (2) months after the accident occurred. 2nd
Incident
On or about August 25, 2021, Officer Anthony Spagnola returned home from working his shift and left his
police bag unattended in his personal vehicle parked outside his home. The bag contained Officer
Spagnola’s fully loaded off-duty weapon and spare ammunition. The bag also contained Kean University
department-issued equipment, including a Kean University officer badge, baton, traffic vest, radio
charger, ticket book and tourniquet. Shortly after his arrival home, thief/thieves stole Officer Spagnola’s
police bag from his personal vehicle. Though a subsequent police investigation resulted in locating the
stolen bag, it did not contain all its original contents. Specifically, Officer Spagnola’s University-issued
police badge and his personal off-duty firearm and ammunition were not recovered. Officer Spagnola’s
reckless carelessness resulted in a loaded weapon and spare ammunition being removed from his control,
allowing them to potentially be used to pose grave danger to the community at large.
